Add text search support for IIIF annotations

Several stakeholders highlighted the need to broadly enable discovery of and access to IIIF annotations, including transcriptions of handwritten content generated via crowdsourcing or handwritten text recognition (HTR).

Use case 1:
We are crowdsourcing IIIF annotations / transcriptions for many of our most important handwritten collection materials using FromThePage web software, but are currently unable to provide access to the transcriptions or enable search across them. Curator: University Archives

Use case 2:
CalCOFI includes handwritten log sheets with phytoplankton & zooplankton counts, and field notes from cruises with temperature, salinity, other interesting observations. [We are still exploring how to best extract this data]. Allowing researchers to search across this handwritten content would be of great interest. Curator: Amanada Whitmire
