Focus not returned to SVGElement

Focus is not returned to focusable elements within an svg.
ie:

<svg> <a onClick={() => setIsOpen(true)} tabIndex={0} role="button" > <circle ... /> </a> </svg>

A focusable anchor within an svg is an instance of SVGElement and will be ignored here:

headlessui/packages/@headlessui-react/src/utils/active-element-history.ts

Would you consider a PR to extend this check to SVGElement?
