Absence of custom-variant definition doesn't through an error

If you do not define @custom-variant but still use it in html it produces no errors and tailwind just skips the styles.
Is it expected behavior or a bug?

I would think that it's expected behavior. This is in case the the programming language you are using or just general text content uses content like string:string.
