Notes about TFE's reference to titles.txt

Depending on how TFE's scripts, events, effects, etc. reference its duchies, that might affect how we decide what we should do with the landed titles setup (i.e. modify the county/duchy setup of ROA to match TFE's changes, or use ROA's setup but modify TFE's kingdoms/empires to match that setup)
