Volume up and volume down command muting first

I have setup two commands (actually 5 commands in a row) for my Frame TV. They work great as a switch in apple home. The only issue I note is that when I use these commands (turn the switch on), the first command it seems to send is a Mute command but then it immediately does the other commands and the volume goes up or down as commanded.

Anybody else notice this or have I programmed something wrong? I don’t have the Mute command tab turned on for either of these.

Haven’t looked in the debug files yet but I can look tmrw once I’m at my computer server and near the TV

it seems to be sending just volume controls but for whatever reason it is muting as the first command
