fix(lint): satisfy gofmt and staticcheck on master

CI Lint workflow (golangci-lint v2.11.4) flagged 4 issues that the local
v1.63.4 didn't catch:

- 3 × gofmt: license headers had 4-space indent before the LICENSE-2.0 URL,
  gofmt expects a tab inside a /* */ comment that precedes a package decl.
  Re-applied gofmt across api/, cmd/, internal/, test/ and updated
  hack/boilerplate.go.txt so future controller-gen runs stay tab-aligned.
- 1 × staticcheck ST1005: "Cosmos health probe" → "cosmos health probe"
  (error strings shouldn't start with a capital letter).

Also bumped --version 0.1.0 → 0.2.0 in the README install snippets to match
the new release.

Context: caught these post-force-push when CI ran — spent ~20min
diagnosing the v1/v2 golangci-lint config split (the .golangci.yml uses v2
exclusions which v1 ignores, hence the local false-positive unparam noise).
