Editorial: Define SetTypedArrayFromArrayLike before SetTypedArrayFromTypedArray (#3632)

The new [serendipitously alphabetical] ordering makes more obvious how
SetTypedArrayFromTypedArray is a specialized adaptation of
SetTypedArrayFromArrayLike when viewing the spec in top-to-bottom order.
