feat(users): add new avatar utility and deprecate legacy photo util

- introduced `resolveAvatar()` utility for consistent user avatar resolution
- deprecated `getDefaultProfilePhoto()` and its associated types
- improved `getApiBaseUrl()` to return cleaner, more consistent values
- enhanced README with updated API references
- updated unit tests to cover new and modified utility behavior
