Bug Description

If you make a resourcepack for a mod that originally uses Athena, it will prioritize its original blockstate and ignore the resourcepack, even in situations where the new blockstate would work with a different loader or vanilla blockstate.

How to Reproduce?

Make a resource pack for any athena modeled block and try to use a model and blockstate for a standard block instead of CTM, or a Fusion model.

Expected Behavior

Resource packs model and blockstate should be used when resourcepack is loaded
