[Feature Request]: Inject package-info with NotNullByDefault #122

Is your feature request related to a problem?
Fabric declares itself as a NotNullByDefault project but does not actually declare this via annotations so this would be helpful hint in ides if this was injected in, in theory this could be done to any mod or project but mainly for fabric api
