Fix showing unpublished geo areas to other projects

Steps to replicate

1. Create a project and add a custom geo area to it. DO NOT PUBLISH the geo area.
2. Create another project and attempt to add the unpublished custom geo area created at step 1 through the region dropdown.

Problem Statement

The unpublished geo areas should not be accessible in any other project other than the project it was created in.

Acceptance Criteria

The unpublished geo areas do not appear in the region select dropdown in projects other than the one it was created in.
