Add ‘compatible browsers’ in the non-compatible broswers in alerts

Background

DEEP is built and tested for Chrome and Chromium browsers. The UI breaks in certain browsers like Safari. It will be useful for users to know if the browser they're using for DEEP is a compatible one or not.

Acceptance Criteria

Display a nagbar to show a message "Your browser may not be fully compatible. For the best experience, please use Chrome or a Chromium-based browser." in detection of incompatible browsers.
