Analysis Framework edit: Disable the primary/secondary tagging tabs before saving the framework and check for breaking logic

Background

Attempting to design an anlytical framework and adding widgets to primary and secondary tagging without saving the framework first throws an error.

Acceptance Criteria

• The tabs 'Primary Tagging', 'Secondary Tagging', 'Review', 'Assisted Tagging' and 'Visualization Settings' should be disabled unless the framework is saved first.
• To notify this to user, a message should be shown in the 'Framework Details' tab asking user to save the framework first to continue further.
• Additionally, any other breaking logic while attempting to save a framework currently should be fixed too.
