Create an accessible and easy to use peer-review tool

Like in the dream platform, to foster co-creation and better placement locations. The goal would be making the pre-planning more co-created / accessible so it's not just one person drawing it and adding an under review / approved status so the requirements are checked by peers (how is it done in dreams?)

Note: I don't deem that this is doable for 2024. I wanted it to be an issue so that the notes taken about it would not be lost.
