Description

In the first PR of a contributor, bot can automatically add a comment to invite this contributor to join the Slack channel, with the link to the related sig channel.

For example, in docs/docs-cn repo, bot invites a new contributor to join the #sig-docs channel with this link: https://tidbcommunity.slack.com/messages/sig-docs
