Question about the open PR limit

Hi! GitHub is currently blocking me from opening another PR because I already have three open PRs here. I used to be able to have more than three open, so I assume the new PR limit was recently enabled.

Is this limit intentional?

Yes, we getting flooded with too many PRs at once to review. This is the reason for the new policy. Thank you.
