Update CephCluster status more precisely

• when osd deployment is completed, add osd deployed condition to true
  • this needs to be implemented on provisioner logic to detect osd deployment status
• when adding osd node, update status to updating or add some extra condition
  • this needs to be considered because ceph cluster state is changed back and forth between running and updating frequently every time the control loop is executed
  • technically ceph cluster is running and user can use it while osd node is adding in the background
• when adding osd disk, update status to updating or add some extra condition
  • same as above
