coverlet unit test are failing after migrating to xunit.v3

All test using Tmds.util.ExecFunction are failing after migration to xunit.v3 V1.0.1 but executed successfully with xunit V2.9.3 (see PR Use Xunit.v3 (latest release)).

Looks like the the latest Tmds.ExecFunction version is not compatible with this environment.

The unit tests are executed successfully after enabling Microsoft Testing Platform
