Show low BA balance Alert

As per the design, we need to show a low BA balance:

To do so we need to have an API which would return the balance to any arbitrary BA to which the user has access to. But at the moment we don't have such an API.

Such API endpoint should return us:

• is BA is active or no
• is BA has low balance or no
