z-index of the tooltip of navbar button is too low

Describe the issue

z-index of the tooltip of navbar button is too low.
For example the text inside the button has higher z-index, so if there's some button right under the navbar, the text goes over the tooltip.
As we're also using some other components outside modus, it overlaps other components as well.
I suggest those tooltips having z-index over 10.
