Install sdgps in CI for hydrophone/GPS tests #1300

What needs to change?
It would be helpful to add an sdgps installation into CI so that we could run tests for packages like #1288. We could probably just dpkg install the publicly available sdgps binaries, though I'm not exactly sure how we'd fetch updated versions of these binaries, without explicitly updating the binary URL.
How would this task be tested?
- Ensure that the CI tests run and pass.
