Incorrect Reference for ITPA20-IL Scaling

Reference 23 for `i_confinement_time = 50` in the documentation is the incorrect source.  It should be Reference 22 as it comes from the same paper as `i_confinement_time = 49`.

The source code should also be checked also be checked as inconsistent rounding of indexes has been applied in the quoted values in the documentation.
