Correct install layout for packaging using specific CMake variables from GNUInstallDirs

some of this has already been done in PR #83 but configs also need to move to ${CMAKE_INSTALL_SYSCONFDIR} which will evaluate to something like /etc/uda/<files> instead of current /usr/etc/<files> for system installs.

Some other install layout issues have also been raised by rpm and deb linting tools
