For some reason, all the ebi-gxa/seurat_/3.1.1+galaxy depending on seurat-scripts 0.0.7 are not installed in the Human Cell Atlas flavour. They are not installed at all (they don't appear in the versions drop down for the tool). The hashes are correctly listed in the lock file. For instance,
seurat_find_clusters revision 3 (the one that should be installed) https://toolshed.g2.bx.psu.edu/repository?repository_id=c993b8e90b7592c8
has hash 11a008daee84, which is listed in the lock file here[https://github.com/usegalaxy-eu/usegalaxy-eu-tools/blob/master/single-cell-ebi-gxa.yaml.lock#L433]. The same happens for other tools in this series.
I think that this is related to Galaxy getting confused with the previous versions of the same tools used in Galaxy, which had a <tool_semantic_version>_<wrapper_sem_version>+galaxy (depending on seurat-scripts 0.0.6) which confuses the part that tries to be smart and re-install new versions of the tools. Now that I remember, I had to manually delete the 3.1.1_0.0.6+galaxy versions of tools, then install 3.1.1+galaxy and then 3.1.1_0.0.6+galaxy. But hopefully you can think of something easier :-).
