Code Review: Improve tests documentation

Not all unit tests have comments explaining what is tested, please add such comments.  For example [CommandTest.java](https://github.com/usgs/pdl/blob/1.15.0-rc/src/gov/usgs/earthquake/distribution/CommandTest.java) has no comments.
