Hilla README is only having few instructions for npm install and build.

Let's expand those and add more instructions on basic steps with a Hilla repository working copy:

Building local Maven snapshot.
The correct order of things regarding both npm and Maven builds.
How to run tests in Java, TypeScript, and ITs.
How to use modified Hilla npm packages in a Hilla application.
