[Xfce] Some icons are hard to see

Describe the bug
Some icons in the whisker menu and the panel are hard to see while using the normal "Fluent" icon and GTK theme.

To Reproduce
Steps to reproduce the behavior:

1. Open the whisker menu, check the panel or open the context menu
2. See that some icons are dark themed and others light themed, making them inconsistent and hard to see.

Expected behavior
All icons are legible and of the same color.
