feat: add multiplatform support for docker image

this was implemented in #233 and was reverted in #260 since users reported issue #245.

opening this issue again for tracking this feature so that in future it could be implemented, again but avoiding issue that previous implementation had.

optionally, a new effort could publish as a separate docker image and leave the old one as main docker image used in github action. this will allow testing docker image before it is utilized in action.
