Add Chinese version of the blog

In Wechat, there are some translated blogs.

We may add a new zh blog folder to sync it from the Wechat here.

The benefits

• User can access the Chinese version in https://blog.vllm.ai/
• Whether a blog was translated will be tracked better.
  • for instance, there were a lot blogs last week and some of them are not translated yet.
