CSP should use Poseidon for bn254 and have weight

It should be BabyJubJub EDDSA Signature over PoseidonHash(processId, address, weight, index)

The state-transition should verify the signature. The index is incremental (responsability of the CSP) and will be used to determine where to store the encrypted ballot.
