DEP-014: Removal of cassandra::manage_dsc_repo

As a result of making it possible to install OpsCenter independently of Cassandra, there became a requirement for two of the classes (cassandra and cassandra::opscenter) to be able to be able to install the DataStax Community Edition repository. Therefore this functionality was placed into a separate class called cassandra::dsc_repo.
