Ensure addon folder exists when declaring an addon

Hello, I didn't see anything about this before when I looked through the issues. Could we add a file ensure for the addon name to addon.pp. This would allow for creating blank addons for inputs where you aren't installing the app from a source.

My use case is creating addons for inputs for various things that I want to be able to have separate for ease of management.
