Actual spec is at https://svgwg.org/specs/animation-elements/animation-elements.html (and shortname would need to be updated if it gets added to the list)

The published spec does not reflect the latest version of the source AFAICT. It is also full of empty sections. The overall status of the spec is unclear but it is theoretically handled by the SVG Working Group and source got updated a couple of months ago. To revisit once there is clarity on SVG work.
