Mouse scroll gets stuck on command history scroll-thru instead of term window scroll

Mouse scroll gets stuck on command history scroll-thru instead of term window scroll.
I cannot find a way to counteract this.
is there a way?

The terminal command "tput rmcup" fixed this.
Maybe an indicator could be added to visualize the state of this setting?
