Disable builtins.noEmitAssets or else?

builtins.noEmitAssets is a compromised and temporary feature for HMR performance on massive projects.

The feature currently can't work well with the default caching strategy of the Rspack dev server. Because the noEmitAssets middleware ignores subsequent middleware. This causes bad loading performance on massive projects.

The feature also disable the Gzip of Rspack dev server, which also causes bad loading performance.

I have a workaround for it, but I first want to know the suggestions of the team to decide if to apply the workaround.

After discussing with @h-a-n-a, we think builtins.noEmitAssets is not a hacky feature. If there are no better solutions to achieve the same functionality, builtins.noEmitAssets should be an experimental and necessary feature for the large-scale project.

Thus, we should not consider removing it in the future rather than keep it as an experimental feature for a long time.

We just need a better name for it and move it to the experiments options. @hardfist cc
