What is the issue with the HTML Standard?

Whenever we reference the Web IDL Promise<T> type, we should link to https://webidl.spec.whatwg.org/#idl-promise .

Almost all of these occur inside Web IDL blocks, but #9897 introduced one instance of <code data-x="">Promise&lt;<var>T</var>></code> inside a note.

The link should be around the word Promise, omitting the <T>.
