Description
This adds issues for media quality (warning+critical), for driving quality indicators and stats.
It forwards resolution reports to the issue monitor, and adds a freezeRate metric for detecting freezes.
The calculation/thresholds probably needs to be tweaked as we test/learn more.
Currently only for remote streams, and no presentations.
