API product subscriptions missing after migration

Description

API product subscriptions are missing after migration from APIM 3.2.0 to 4.2.0. Following were the observations that were made post-migration:

• When checking the subscribed APIs under the Application, all migrated products are listed there.
• When checking the Subscriptions tab under the API product no subscriptions are listed.
• When attempting to subscribe again, UI shows an error.
• API product invocation results in a 403 Scope validation failed error response.

Steps to Reproduce

1. Get the 3.2.0 latest updated pack
2. Create a set of APIs
3. Attach resource level policies
4. Create one or more API products using those API resources
5. Perform the 4.2.0 migration (latest update level)
6. Check the above reported behaviors in the migrated setup
