Description

Publisher Create API Error window need to be improved. When creating an api with an unauthorized user, the error will be displayed in the Create API window, which is not properly styled.

Need to fix the error message to reword as unauthorized.

Steps to Reproduce

1, Create a User with Observer role
2. Log in to Publisher portal
3. Create an API
