Problem

Current implementation allows mutual SSL to work from the publisher portal where the API developers are allowed to add certificates and let the API users invoke the API's using the relevant private key.
In this feature certificate upload will be supported application wise in the devportal. Hence this will allow Dev portal users to add certificates and allow the API consumers to use them

Since this feature has complications we have decided not to proceed further and on hold the feature.
