Description:
When the APIKeyValidator service URL contains a context (/api/iam of https://Host:Port/api/iam/services/) it will ignore by addKeyManagerConfigsAsSystemProperties() and blockConditionRetrieverElement serviceUrl when the "Block Condition retriever" execute in the startup.
