Can we create an empty target which doesn't compile anything?

In GNU make, we can create an empty target which doesn't compile anything:

.PHONY: demo
demo:
  echo 'Hello, world!'

However, in xmake,

target("demo")
  set_languages("")
  before_build(
      function (target)
          print("Hello, world!")
      end
  )

It will fail when it try

g++ -o build/linux/x86_64/release/demo -m64

Can we do it like Makefile?
