nsqd：向后移动时间后停止发送消息 #188

关于这个故障，nsqio里在19年提过，发生场景是nsqd所在主机发生时间同步，并且时间后退，此时nsq停止发送消息。咱们对这个场景是否有思考和改进？

我们没有依赖guid，应该没这个问题，可以试下
