Add OpenAlliance TC14 API

I would like to start a RFC to add an API for the OpenAlliance TC14 PMD Tranceiver Specification. (https://opensig.org/wp-content/uploads/2024/01/OPEN_Alliance_10BASE-T1S_PMD_Transceiver_Interface_1p5_Final.pdf)

Some functionality are common to all PMD transceivers, but depend on the actual implementation in the SoC. These are:

• Getting the transceiver state (See Figure 5: PMD Transceiver functional modes)
• Going into low power mode
• Wake-Up (+ sending wake up tone argument)
• Get Wake Up Status (e.g. local wake-up, remote wake-up)

Would that make sense to add it to Zephyr or is it to special. Some devices like TC4x have the SoC support (more will follow) and there are also PMD Transceivers available like the TJA1410.

I think it would make sense to support these, but haven't thought about implementation details.
Also, Nxp has recently merged basic support for their 10BASE-T1S Digital PHY in #105033

we already have tc6, so why not. it is always good to have some common code, that don't depends on a hal
