Various elements overlap so you can't read all the text. It still functions, however. (Shown at an accessible extra-large size approximately 75% of maximum size.)

The specific symptoms have changed over the 2.5 years or so since this report, but the title is still accurate. Here's v26.7.130 on an iPhone 7 running iOS 12.4:

None of the text is vertically cut off now. But the prefilled hint text in the SmartUrlInput is cut off at the right; and there's no way to scroll, or move the cursor, to reveal more of it.

One thing is that the text in that input box is super giant, and it'd probably be better to use something smaller. Here's Safari's URL bar, at the same font setting:

Note the font is significantly smaller. This may be a bit tricky, though, because at default settings we use a pretty big font intentionally, to highlight this field as the central thing to interact with on this screen. We wouldn't want to shrink that (at least not by much).

For reproducibility, here's the system settings screen where I set that font size:
