Pull Request Overview
This PR addresses a sampling issue in the disaggregate accessibility model by ensuring that TAZ (Traffic Analysis Zone) candidates remain synchronized with available MAZ (Micro Analysis Zone) candidates during the sampling process.
- Adds filtering logic to maintain consistency between TAZ and MAZ candidate pools
- Prevents sampling from TAZs that no longer have corresponding MAZ candidates
