Add Azerbaijani (az) localization
This PR adds Azerbaijani language support to SOGo. Azerbaijan has ~10 million native speakers and this is the first Azerbaijani localization for SOGo.
Translation is based on TurkishTurkey localization as a reference and covers 12 translation files (2670 insertions). All translations have been reviewed and verified against the English localization to ensure accuracy and completeness.
