Add automatic labeling of pr from branch name

This did not work, because I have not yet fixed the mapping from branch name to label and heading.

The currently used labels for the different headings can be seen in .github/release.yaml

I suggest to add the following mapping and will do so when I get some feedback

Mappings look fine to me. We can adjust labels manually in edge cases as well.

No-one seems to be really wanting this, and #867 solves this issue in a more elegant way that does not require a special format on branch names.
