B9 rearangement
SXT, Mk2/3 exp. and OTP tweaks
USI inflatable floats arranged into Bouyancy line.

New update includes basic balance placement for pretty much all parts of:
-Kerbonov pack by Sam Hall
-SXT pack+Rotating Habitat by Lack
-Mk2/mk3 Expansion by SuicidalInsanity
-Mk3 mini expansion
-Aviation Cockpits by Mallikas
-B9 Procedural wings by Bac9
-KAX by Keptin
-Firespitter by Snjo et. al.
Moved some prop engines into more apropriate possition.
Switched around some crew cans to appear in order of size.
Edited jet engine line.
Not fully satisfied with starter engine(s). The weakes Firespitter engine is the Customisable Prop, which has the potential to go into Prop2 tech range.
-Rearangement of early prop engines.
-Rearangement of crew cabins in order of size.
Includes
-Addition of Insanity's mk2/mk3 expansion pack.
--Mk3 mini expansion
-Hoolgun lab's Airship parts
-Rearangement of Firespitter parts.
And an overal enhancement of the early aviation progression.

HL_AirshipEnvelope_Cirrus is an intended cheat item and as such should not be in the tech tree progression.

-Rearranged some aviation and SXT parts.
Addition of Inline passenger can cost.
Tweak to CommandSeat
Most of the costless parts brought to standard.

-Additions for OPT update
-Replacement of Squad Mammoth engine; removed on accident earlier.
-Added squad LF Mk0 tank to aviation. Made no sense to have it in mk0 while all engines and intakes in aviation are 0.645.
