Unblocks ar_data_sync processes such that dispatching unpacked chunks to the packing server and accepting and storing already (re)packed chunks happens in parallel.
The motivation is to approach the uniform distribution of write load across storage modules.
The motivation is not let any single storage module fill up the queue and block all other storage modules.
Duplicates may come from the storage modules' 100 MiB overlaps.
